EPA’s Toxic Release Inventory (TRI): A Resource for Communities. Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) established the TRI as a resource for U.S.communities to learn about toxic chemicals that industrial facilities are using and releasing into the environment. EPCRA requires that certain facilities report their TRI chemical releases annually and that EPA make this information available to the public. EPA created an online tool to give the public access to information about the toxic chemical releases reported by facilities and the TRI program.
